Consolidating State Authority in Southern Lebanon

The paper proposes an evidence and transition protocol under authorized arrangements to implement the Lebanon–Israel framework. It addresses verification access, conflicting evidence, and continuity of monitoring and liaison functions as the international mandate changes. It calls for accountable coordination while preserving Lebanese national decision-making.
